I had to actually restart my game and turn on empire quests so I could use the “Warmonger Doctrine” to help compensate (usually I play with the empire quests off, so that the doctrines you have to research feel more important). The diplomacy morale penalties that come with these negative actions seem pretty significant.

I recently started a role play playthrough of a treacherous/tyrant kind of empire, that razes opposing cities and attacks factions out of the blue. It would be nice to be able to maybe recruit marauders into your empire at the cost of influence or resources if you have a negative reputation (similar to how you can buy an army that has recently deserted from its empire) or maybe a shorter raze/migrate turn count, since these seem to be negative actions.

I think that costs for NPC units go down with a higher reputation, and I believe that I’ve had a settlement just join me with no influence cost when I had a virtuous reputation, but are there any advantages to having a bad reputation?
